There are hereby established the following non-elected offices of the city:
(A) City Administrator;
(B) City Clerk;
(C) City Treasurer;
(D) Fire Chief;
(E) Police Chief;
(F) Utilities Superintendent;
(G) Building Inspector; and
(H) City Accountant.
